About us

Jeffrey F. Winter

President/Owner

CGC-034786/HI2065

Experience counts when selecting someone to inspect your commercial or residential property. How many people can actually demonstrate they have the experience to properly evaluate and inspect your potential investment?

Jeffrey Winter first started working in the home building industry in 1970 when he was 12 years old. That year, he worked 610 hours at $1.50 an hour. Jeffrey worked for the same builder for a total of 10 summers. By the time he graduated from Florida Atlantic University in Boca Raton, FL, he had accumulated almost 9,000 hours of experience in the home building and construction industries.

Jeffrey has been a certified general contractor (CGC-034786) since 1985, a certified roofing contractor (CCC-058025) since in 2000 and a certified home inspector (HI2065) since the inception of the regulatory program in 2012. Along the way Jeffrey has been a member of the American Concrete Institute’s Technical Committee #302 – Construction of Concrete Floors as well as ACI technical committees 303 and 515. At onetime Jeffrey held the prestigious ACI Concrete Construction Inspector – Level II certification as well as two other ACI certifications. He was also the project manager for Increte System’s Universal Studios Project in 1990 and supervised the installation of thousands of square feet of aged and stamped concrete throughout the park.

Jeffrey is probably the only commercial/residential property inspector in south Florida who has worked in the inspection industry as a consultant (HouseMaster of Broward – 2 years), corporate vice president (Prudential Florida Realty/Arvida Realty Services – 4½ years) and business owner (Winter Inspection Services – 25 years).

Winter Inspection Services, Inc. still uses the same inspection reporting system that Jeffrey developed while at Prudential Florida Realty in 1997. This reporting system meets or exceeds the requirements of the State of Florida and incorporates inspection contract language from most standard real estate sales contracts. The system appears to be working. After overseeing over 21,000 property inspections in Florida, Jeffrey has never been to court to settle a claim.

If you’re looking for a team of experienced professionals to inspect and evaluate your upcoming purchase, please feel free to give our office a call at (561) 416-1774. We’d be glad to put our expertise to work for you.

Jim Acker

Senior Inspector

HI2120

Veteran home inspector Jim Acker has inspected over 3,500 properties since being involved with the industry 24 years ago. He has been with Winter Inspection Services since the start of the company 20 years ago and is the company’s Senior Inspector. Jim’s attention to detail is superb and he takes the role of inspector very seriously for his customers. He gives buyers the information they need to make informed decisions on the property being purchased.

Jim is a retired EMT/Firefighter of thirty five years, which assisted him in obtaining building skills and expertise in the construction of residential and commercial properties. Jim networked with many peer firefighters that worked as tradesmen during their days off. Many of these firemen gave Jim the knowledge and expertise to better understand the details behind plumbing, roofing, electricians and heating & air conditioning. The amount of time Jim has spent on inspections has taught him the requirements and guidelines used by south Florida lenders and insurance companies. This information helps buyers understand what type of inspection they’ll need, which can save them both time and money.

Jim Acker also owned and operated a handyman business for over 20 years during his off days at the fire department. This also helped Jim gain experience and knowledge in many areas related to real estate inspections. He comes to the inspection with even more knowledge about the inspection provisions found in most standard real estate contracts, as Jim has several family members that have been Real Estate Brokers and Agents for decades. This knowledge helps all parties involved on how the inspection process relates to and affects the real estate transaction.

Jim has a work ethic that he prides himself in and is always early or on time for appointments. He performs his inspections to provide every customer the same information as if it was his own purchase. Jim always is willing to answer questions to clarify the inspection details after the inspection has been performed.

Formerly from Utica, NY, Jim has been a South Florida resident since his elementary school days. Jim spends much of his free time diagnosing computer issues gratis, donating old refurbished computers to those in need.  He spends his down time with his wife of 41 years, their grown children and grandsons.
